Digital euro ATM and terminal integration work begins at ECB

The European Central Bank's new workstreams focus on integrating a potential digital euro with current payment infrastructure, prioritizing offline capability and system compatibility.

Industry specialists are being recruited by the European Central Bank (ECB) to participate in dedicated workstreams examining how the central bank digital currency digital euro would operate through ATMs, payment terminals and the broader acceptance infrastructure landscape.

According to a Wednesday announcement from the ECB, applications have been launched for participation in two distinct workstreams operating under the Rulebook Development Group (RDG). These workstreams will address implementation specifications designed for ATM and terminal providers, alongside certification and approval frameworks necessary for payment solutions.

The core focus of this initiative centers on establishing how a future digital euro might seamlessly integrate with current payment systems and hardware infrastructure, incorporating support for offline transaction capabilities and ensuring interoperability with technical standards deployed throughout Europe.

This development represents a significant transition from conceptual policy design toward concrete implementation planning, as the ECB actively solicits expertise on operational aspects of how a digital euro would function through ATMs, payment terminals and associated infrastructure, with particular attention to offline functionality and compatibility with established technical standards.

Workstreams target ATM integration, certification frameworks

Based on information from the ECB, the first workstream has been tasked with creating implementation specifications tailored for ATM and terminal providers. These specifications will encompass communication technologies, offline functionality capabilities and the strategic reuse of existing payment standards already in place.

The responsibility of the second workstream involves developing comprehensive proposals for testing, certification and approval processes applicable to payment solutions and infrastructure utilized by payment service providers operating within the digital euro ecosystem.

Both workstreams will operate under the oversight of the RDG, an organization comprising representatives from merchants, payment service providers and consumer groups.

Selected experts will be expected to deliver technical input that supports the creation of a standardized rulebook, according to the ECB's statement.

ECB targets 2027 digital euro pilot

Plans previously communicated by the ECB indicate that the institution will begin selecting European Union-licensed payment service providers (PSPs) in preparation for a 12-month digital euro pilot program anticipated to commence during the second half of 2027.

Piero Cipollone, Executive Board Member at the ECB, stated on Feb. 18 that the pilot program would incorporate a limited number of merchants, Eurosystem staff and PSPs in its testing phase.

Although these developments demonstrate ongoing advancement toward a digital euro, the ECB has emphasized that a final determination regarding whether to issue the digital currency will only be made following the adoption of the necessary legislation.
